Permission granted to redevelop former Falmouth Methodist Chapel

The go ahead has been given for plans to redevelop a former methodist church in Falmouth into apartments and a community space, on Vernon Place.

The plans were put forward in early February, the development sees a two-bedroom apartment built and the ground floor available for the community to use.

The applicant was seeking permission for:

"Restoration and enhancement of existing building. Retaining existing theatre space on ground floor level for community use with the insertion of an additional first floor to allow for an apartment over, occupying the first floor and rear existing extension."

In a concluding statement the Cornwall Council planning officer said:

"On balance it is considered that the proposal is acceptable, subject to conditions. All other matters raised have been taken into

account, including the planning history and the comments of the Town Council, but none is of such significance as to outweigh the considerations that have led to the conclusion."

Falmouth Town Council recommended approval but there were some concerns, reasons for approval were:

  • FPCAC happy with this proposal which will ensure the life of this Heritage Asset for the foreseeable future. Repair and restoration will be an enhancement to the Conservation Area.

  • The building in question has been neglected for years and is deteriorating as time goes by.

  • Falmouth lacks sufficient places or spaces where members of the community can come together to participate in communal activities such as youth clubs, music, dance and exercise.

  • Support for something for the community, rather than students and holiday letting. I think the development overall would be extremely positive and beneficial.

The concerns were:

  • Overlooking from the terrace will be un-neighbourly.

  • This would be a complete loss of privacy to the occupants of Bowles House, including a communal area.

  • Detracts from the neighbouring grade II listed Building Bowles House.

  • No parking provided. Although provision is made for bicycle use, which should be applauded, the lack of bicycle use is quite marked in Falmouth and suggests that the users of the old Falmouth Theatre Company will attract more cars.

  • The introduction of the terrace on the second floor will increase the noise levels.

A spokesperson for the Falmouth & Penryn Conservation Committee commented:

"The Committee are pleased to see this and would like to record that they are happy with this proposal which will ensure the life of this Heritage Asset for the foreseeable future. Repair and restoration will be an enhancement to the Conservation Area."
