Outline application submitted for six houses near Penryn
Plans to create a 1,500-panel solar farm near Cornwall Services and a new 64-bed care home next to the sea are among the latest planning applications submitted to Cornwall Council in the week beginning August 7.
Every week more than 100 applications are validated by Cornwall Council and we have selected some of the more interesting proposals. All planning applications submitted to the council have to be validated and are available for inspection by the public. Anyone is allowed to submit comments about the applications – whether in support or objection.
The majority of applications are decided by planning officers at the council under delegated powers. However, some applications will go before elected councillors who sit on planning committees. No dates have been set for when the planning applications below will be determined. They can be viewed by going to the planning portal on Cornwall Council's website.
Solar farm with 1,500 panels, near Cornwall Services
Plans have been lodged for a solar farm made up of 1,500 panels on land east of Cornwall Services at Victoria, Roche, near St Austell.
The panels will be tilted from a minimum of circa 0.8m on the southern side and to a maximum height of 2.01m on their northern edge. The proposed array has a forecast installed solar capacity of 847.5 kWp, and would therefore make a significant contribution to the provision of renewable energy to support the existing EV chargers in the service area and therefore the wider de-carbonisation of transport in Cornwall, says the applicant.
The entire array would be enclosed within a 2m high green mesh fence to ensure security and would be monitored by CCTV cameras located on poles at points around the site, which is 1.65 hectares in size.
It would be located close to the services which include a 24-hour fuel filling station, hotel, and food and retail outlets including McDonald's, Subway, Mountain Warehouse, Costa Coffee and Greggs.
New 65-bed care home, Carbis Bay
The Sanctuary Group has applied for pre-application advice for the demolition and replacement of a care home on Headland Road, Carbis Bay. Sanctuary acquired Cornwall Care in 2022 and entered into a strategic partnership with Cornwall Council to deliver a programme of renewal, replacement and further development of the Cornwall Care asset portfolio.
Headlands Care Home forms part of the First Phase Development Programme and on acquiring the Cornwall Care portfolio in 2022, Headlands had already closed. The 34-bed care home was deemed no longer fit for purpose with remaining residents relocated to more suitable care facilities nearby.
A pre-application document states: "The building itself no longer meets the requirements for a care facility… The top floor of the older part of the building is accessible only via a narrow and steep staircase and in recent years has been used predominantly for storage."
Demolition and redevelopment of the site would provide a new, larger care home providing additional care beds and services to better meet the needs of a growing ageing population in the local area.
The applicant says a viable scheme would be in the region of up to 65 beds with support facilities including restaurant and hair salon. This would increase the number of residents that a new Headlands will be able to care for, with modern supporting facilities.
New village hall, Camelford
A project group has sought pre-application advice for the demolition of the existing hall in Camelford and its replacement with a new hall.
Camelford Town Council in partnership with Little Acorns Nursery, Camelford Hall trustees and Camelford Together, the town's community interest company (CIC) project, aims to replace the Clease Hall on Clease Road, as the exisiting building is unable to cope with current demand. The few other community buildings in Camelford are also at capacity, inadequate and/or not fit for purpose, says the group.
"Overall, there is insufficient provision of community and shareable business space in Camelford and the surrounding area," adds the pre-application.
The current nursery provision by Little Acorns would be extended to provide places for the 0–24-month age group and facilities for infants with special educational needs. Additional meeting rooms would enable the nursery to run support groups for its parents.
The CIC would run a commercial kitchen supporting a community bakery, providing skills and employment training that would be financially independent. Produce from a bakery would be available at a community café/ bistro with views across to Rough Tor and Bodmin Moor.
The single-storey Camelford Hall was originally built as a Territorial Army drill hall in 1911. The building was modernised as a community space in 2000.
Pre-application advice is also being sought for the construction of a new community hall to serve the parish of Poundstock near Bude.
Six new houses, near Penryn
An outline application has gone in with some matters reserved for construction of six houses on land adjacent to Halvasso Road, Longdowns, near Penryn. The site is currently an overgrown parcel of land, known to have Japanese knotweed.
A previous application for six dwellings was approved, and since lapsed, as an exception site. This application was approved on the basis that it was an affordable housing-led scheme. The new proposal is for three open market properties and three affordable homes.
New visitor reception and other changes, Trelissick Gardens
National Trust property Trelissick Gardens is seeking pre-application advice for various works to the grounds of the listed building, including the creation of a new visitor reception in the existing stable building, internal works to the Barn to improve the food and drink offer to visitors, and a possible new plant sales area which will involve alterations to a modern section of wall.
Listed building works at Lloyds Bank, Penzance
Lloyds Bank has applied for listed building consent for external facade and roof repairs to the whole building and internal repairs to the occupied western side of the bank at Market Place, Penzance . The Grade 1 listed building was built in 1837 as a bank by architects Harris of Bristol.
