Plans for new student accommodation on Commercial Road, Penryn

Plans for new student accommodation in Penryn were given the green light this week.

The development will see the retention of a commercial unit at Carrick Business Centre, Commercial Road.

The upper floor levels will form student accommodation, 37 studio bedrooms.

The properties (as seen in the pictures) consist of two warehouses, joined by a single doorway at ground floor level and a further single doorway at first-floor level, attached will be another studio and a laundry room.

  • Ground floor, 1 Commercial Unit + Ancillary Accommodation
  • First floor, 18 studio bedrooms
  • Second floor, 13 studio bedrooms
  • Third floor, 6 studio bedrooms

The planning statement reads:

"The proposed development of this site will, as a result of its design, contribute to the regeneration and conservation of the area within which the site is located. The design of the proposed development has taken into consideration the character and makeup of the

the surrounding area and the development of this site will lead to the creation of an aesthetically pleasing and safe environment."

[H3] What about parking? [.H2]

The proposal would provide no on-site parking for the building, previous occupants relied solely on the availability of parking which is provided in Commercial Road.

In respect of the proposed student accommodation, the lack of any on-site parking provision will essentially force these occupants to make use of the public transport system, or alternatively commute by means of bicycle, which in turn is something that is encouraged within the local policy.

Secure enclosed cycle storage will be provided within the development.

A concluding statement from the applicant reads:

"The application site was converted to office/business accommodation and is currently vacant no longer fit for purpose and the proposal will utilise the site for both commercial and student accommodation."

The development was granted conditional approval this week but not without some concerns from nearby residents, one comment read:

"I have lived in Penryn for 9 years and in that time the area has become more congested.

"Affordable housing for local people needs to be the focus here. This will not improve the area. In my opinion, this will impact the area negatively and will put a strain on existing residents, making it more difficult to park and will overload the local infrastructure."

A second read:

"Once again a community under constant siege of over-development, has to sink under the weight of an ever-expanding University, in an area that cannot cope with the ever-increasing volume of traffic and has NO parking available for residents.

"It is not sustainable to create additional accommodation and next to the water, which isn't especially appropriate; not to mention the disruption to other business directly affected on this site.

"This building should be used for long-term, sustainable, new business start-up, community charitable resources, fitness, food and or arts for the community of Penryn and not for a business which has plenty of space out of town. Commercial Road is not a suitable place for students to stay."
