At a meeting of Falmouth Town Council's planning committee this evening, plans to revamp the front of Mango's, Church Street, were refused in a unanimous vote.
"I have spent 20 years of my life doing planning applications for places like this and I can't believe they feel this is acceptable," Councillor Spargo said as a full view of the plans were displayed.
The plans propose a complete revamp of the front of the bar with new advertising, wall lanterns, digitally printed displays and colour changing floodlights.
Two councillors branded it a "dreadful" application, with no issues with the lower section of the premises but the upper-tier looked as if "a bomb" had gone off in Falmouth and this was a "temporary way to fix it".
One councillor commented:
"It just does not fit in with Falmouth whatsoever especially the top which is just awful."
There were also concerns raised over the impact on the conservation area, highlighted by the planning committee chairman.
Councillor Spargo added:
"I refuse on the basis that is just unsympathetic to the conservation area. The upper floor is the real objection, I think downstairs it is difficult to argue over the colour people want their buildings."
